A programme starter template is genuinely useful when it accelerates the MECHANICAL work of setup — creating the Results Framework skeleton, representative indicators, a plausible workplan shape — while leaving the actual programme logic (what your outcomes really are, what your context requires) open for the programme team to adapt. A template that cannot be adapted, or that quietly assumes geography and partnership arrangements it should never decide, causes more rework than it saves.
